1. WARRANTS

Resolution No.02-108. a Resolution of the City Council of the City of Sierra Madre approving payment of Warrants #2870; #3125 and #3130 - #3249 in the aggregate amount of $320,806.96, and Payroll Transfer in the aggregate amount of $214,414.13 for the fiscal year ending June 30, 2003.

2. CONSENT CALENDAR

a. Consideration to accept tree donation request for Mt. Wilson Trail Park in memory of Jim Heasley.

b. Consideration to approve City Council Liaison Policy.

c. Consideration to cancel City Council meeting on December 23 and close City offices to the public on December 24 and at noon on December 31.

d. Consideration to approve the acceptance of the State of California Office of Traffic Safety Grant, and Authorization of budgeted expenditures.

c. Consideration to accept from Global Electric Motorcares, LLC one GEM Long Utility vehicle.

f. Consideration to award bid 10 PBWS for architectural services for the Sierra Madre School Field Project in an amount not to exceed $37,500.

g. Consideration to approve Resolution No, 02-104 granting a temporary event permit (T.U.P.O2-031) to host holiday caroling by Cub Scout Pack 376 in Kersting Court on December 19, 2002.

3. DISCUSSION - APPEAL OF DEMOLITION PERMIT

Consideration to uphold appeal of a demolition permit for 461 Sturtevant Drive.

4. DISCUSSION - CANYON RE-ZONING ADVISORY TASK FORCE

Consideration to approve Canyon Re-zoning Advisory Task Force to assist in the development of Phase II of the canyon re-zoning.

5. DISCUSSION - BALLOT MEASURES

Consideration to approve the positions on the November 5, 2002 statewide election measures that would directly impact the City of Sierra Madre .

6. ORDINANCE 1196 - 2ND READING - UNIFORM FIRE CODE ADOPTION

Consideration to read Ordinance No. 1196 for the second time, by Title only, and move for adoption.

7. PUBLIC HEARING - DISADVANTAGED BUSINESS ENTERPRISE (DBE) Consideration to adopt resolution 02-98, a Disadvantaged Business Enterprise (DBE) program for Sierra Madre for Federal fiscal year 2002-2003

Convene a joint meeting of the Community Redevelopment Agency, and Sierra Madre Finance Authority


MEETING OF THE COMMUNITY REDEVELOPMENT AGENCY AND FINANCING AUTHORITY a. Approval of the minutes of the Community Redevelopment Agency meeting of October 14, 2002

CONSENT CALENDAR

Authorization of payments on behalf of CRA for $1,596.64 for fiscal year ending June 30, 2003.

DISCUSSION

Evaluate and discuss the First-time Homebuyers Assistance Program Revisions.

PUBLIC COMMENT 7:00 pm

This is a time and place for persons in the audience to make comments on items that are not covered on this agenda. Members of the audience will have the opportunity to address the City Council about items that are on this agenda at the time those items are considered by the Counci1.

Under the Brown Act, Council is prohibited from taking action on items not on the agenda, but the matter may be referred to staff or to a subsequent meeting. Each speaker will be limited to five (5) continuous minutes, which may not be delegated. These rules will be enforced but may be changed by appropriate City Council action.

 

PUBLIC HEARING

The appellant and/or applicant will each be provided a total of ten ( 10) minutes to address their item. A portion or their allotted time may be reserved for rebuttal or a summary conclusion at the close of public comment. All other speakers will be limited to a total of five (5) continuous minutes, which cannot be de1egated. These rules will be enforced but may

be changed by appropriate City Council action.

ACTION ITEMS*

Regardless of a staff recommendation on any agenda item, the City Council will consider such matters, including action to approve, conditionally approve, reject or continue such item. Further information on each item may be procured from the Office of the City Manager.

ADJOURNMENT

The City Council/CRA will adjourn to a Special Meeting Saturday, November 2, 2002 at 9:00 a.m. in the Gooden School Multipurpose Room, 192 North Baldwin Avenue, Sierra Madre, CA 91204
